Seyfi Bozcelik

Seyfi BOZÇELİK was born in Mucur, Kırşehir, in 1966. He graduated from the History Department of the Faculty of Language, History and Geography at Ankara University in 1987. After starting his teaching career in the same year, he worked as a teacher, administrator, and branch manager at various schools.

During his tenure as General Director of the Social Services and Child Protection Agency, he served as director of orphanages, a Center for Street Children, a Center for Children and Youth, and a Center for Spastic Children. Between 2018 and 2021, he taught as a lecturer in the Department of Social Work at Adnan Menderes University.

He served as Istanbul Provincial Director of Social Services (2006–2009), Van Provincial Director of Family and Social Policies (2016–2017), Aydın Provincial Director of Family and Social Policies (2017–2020), Muğla Provincial Director of Family and Social Services (2020–2021), Head of the Women’s Policies Department at the General Directorate on the Status of Women (2021–2024), and Deputy General Director of Child Services (from 2024).

He earned a second undergraduate degree in Sociology from Anadolu University and completed a Master’s degree in Industrial and Organizational Psychology at Maltepe University. His thesis was titled “Investigation of the Professional Motivation and Job Satisfaction Levels of Teachers, Psychologists, and Nurses Working in the Social Services and Child Protection Agency.” He also enrolled in the Social Services Doctorate Program at Yalova University and the Interdisciplinary Family Counseling Master’s Program at Ankara University, but was unable to complete these due to changes in his professional duties.

As Istanbul Provincial Director of Social Services, he conducted the Research Project on the Identification of Problems of Children and Adolescents Staying in Dormitories and Nurseries. He also contributed to the preparation of the Diyarbakır Report (2008) and the Silopi Report (2017), and supported the implementation of numerous projects in the provinces where he served.

He facilitated the establishment of the first Children’s Homes in Istanbul in 2006 and the opening of the first Umutevi (Hope House) in 2013. He is also the formator of the Individual Education Planning Program for Individuals with Mental Disabilities.

He took part in the founding of the Eğitim-Bir Union, served on the Board of Directors of Istanbul Eğitim-Bir Branch 3, and was a member of the Board of Trustees of Antalya Belek University. He is currently an active member of the Board of Directors of the DMW International Diplomats Association.

In addition to his professional career, he is the author of two novels, Three Seconds and Killer Champions, and contributed notes to the textbook Social Services and Social Development.

He speaks basic English. He is married and has three children.
